Amid widespread criticism that the Los Angeles Department of Water and Power has not done enough to develop clean energy sources, Mayor James K. Hahn on Thursday announced the appointment of a top city official to a new post in the agency to manage “green power” programs and environmental compliance.

Hahn said DWP chief David Wiggs has named Lillian Kawasaki, now the head of the Community Development Department, as assistant general manager of environmental and economic affairs at the DWP.

In November, the California Public Interest Research Group branded the DWP “the dirtiest municipal utility west of the Mississippi.”

The group cited the agency’s reliance on coal and nuclear power to provide customers with power.

A city controller’s audit last year faulted the DWP for spending millions of dollars marketing its Green Power program but failing to invest in new sources of such power.
