Owner Won’t Allow Handover of Chihuahuas
Asking to first speak with her husband and alluding to certain concessions regarding some $500,000 in impound fees, the owner of 174 maltreated Chihuahuas declined to sign an agreement that would have released the dogs to a rescue organization, said Deputy Dist. Atty. Steven Heller.
The parties trying to settle out of court were Heller, Chihuahua Rescue, Baldwin Park animal shelter, Los Angeles Animal Control and an attorney for the dogs’ owner, said Heller.
Emma Harter is accused of breeding the Chihuahuas and keeping them in unsanitary conditions.
