Marin County officials will be using decoys to catch bartenders and liquor store operators who sell alcohol to minors.

County officials, concerned that past strategies to slow alcohol use by minors have fallen short, on Tuesday announced a tougher plan that calls for conducting stings against bars and liquor stores.

Health officials also will try to enlist the help of youngsters in appealing to local city councils to amend their zoning laws to prevent new alcohol outlets from opening.

The steps are part of a five-year plan to curb the abuse of alcohol and drugs in the county.

“Alcohol use is the norm in our county today,” said Catherine Condon, prevention coordinator for the division of the county’s health department that deals with alcohol, drug and tobacco programs.

A report she presented during a meeting of the Board of Supervisors showed a high level of marijuana and alcohol use.
