Linda Devine Wins Runoff for City Clerk in Seal Beach

Linda Devine, a community volunteer and former Bellflower Unified School District board member and employee, has defeated Seal Beach Mayor Patty Campbell in a runoff election for city clerk.

Devine received 3,516 votes, or 68.3% of those cast, to Campbell’s 1,628, or 31.6%. She will be sworn in Tuesday at a ceremony at City Hall.

Turnout for the runoff was a little more than 27% of registered voters.

“I’m very glad my supporters hung in there and voted again and made it a definite decision,” Devine said.

In the general election in March, Devine received 46%, Campbell had 37% and Kimberly Boyd, wife of former Councilman Shawn Boyd, received 17%.

Campbell, who is losing her council seat because of term limits, was not available for comment.

The city clerk, whose salary ranges from $49,063 to $60,033, is a nonpartisan official who maintains city records and City Council minutes, updates city laws, fulfills local requirements of the state Fair Political Practices Commission and conducts local elections.

Devine has pledged to use half of her salary to make improvements in the clerk’s office. She said the improvements could be either in personnel or equipment.

She replaces Joanne Yeo, who is retiring.

Yeo started in the city clerk’s office as a part-time assistant in 1970. She has been city clerk since 1980.
