Silly String and Blowers

Re “No Issue Too Small for L.A. Council,” Sept. 28: Passing a quality-of-life issue is one thing, and enforcing it is an entirely different thing. Several years ago, the Los Angeles City Council passed an ordinance about the use of gasoline-powered leaf blowers in residential areas. Since then, any effort to curtail the use of these noisy, air-polluting blowers has fallen on deaf ears. There is no understanding of how a homeowner can do anything to have the law enforced.

If these leaf blowers are openly being used on a regular basis throughout the city, why is it then the city can’t enforce the law? If officials can’t even do that, how are they going to enforce the use of silly string? Whom do they think they are kidding?
