City Council Bans the Tethering of Dogs

The Los Angeles City Council on Wednesday banned the practice of tethering dogs, a move intended to prevent them from becoming fatally tangled or being tied up in the heat with no shade or water.
The ban takes effect in October. The Animal Services Department will issue a warning the first time a resident is caught tethering a dog and a citation subsequently, spokeswoman Karen Knipscheer said.
The amount of the citation has not been determined, she said.
