Tony Young defeated former City Councilman George Stevens in a special election Tuesday night to fill an open seat on the council.

Young received almost 60% of about 11,500 votes cast in San Diego’s 4th District, an ethnically diverse area east of downtown. The seat had been vacant since Councilman Charles Lewis died in August. Young, 38, was Lewis’ chief of staff.
