A federal judge has ruled that two activists will remain in jail for refusing to testify before a grand jury probing what is said to be the costliest act of environmental arson in U.S. history.

David Agranoff and Danae Kelley have been in custody for 45 days. The $50-million fire destroyed an apartment complex under construction in 2003.
