From Times Staff and Wire Reports

City Councilman Tony Cardenas unveiled a plan Wednesday to train more than 30,000 city employees to identify victims of human trafficking.

The program is part of a collaboration with the U.S. Department of Health and Human Services to promote anti-trafficking efforts.

The federal government estimates that 14,500 to 17,500 people are victims of trafficking in the United States each year.
