Victims’ kin can’t sue city in LAX shootings

A federal appeals court has ruled that family members of those slain in a shooting at the El Al airline counter at LAX cannot sue the city of Los Angeles for failing to prevent the attack. The 9th U.S. Circuit Court of Appeals said the state of California, “wisely or not,” had granted the city immunity from security planning decisions.

Sarah Phillips was injured, and Jacob Aminov, 46, and Victoria Hen, 25, were killed in the attack by Egyptian immigrant Hesham Mohamed Hadayet, who was shot and killed by an El Al security guard. FBI agents later said Hadayet was angry over Israel’s treatment of the Palestinians.
