Better payment collection urged

City Councilman Richard Alarcon called Friday on the Bureau of Sanitation to do a better job of collecting payment from residents who have asked the city for extra trash bins -- or those that have a larger capacity.

Alarcon, who represents part of the San Fernando Valley, said city officials have failed to obtain payment from the owners of 157,000 black trash cans and 60,000 green cans, the kind that hold plant waste.
