Governor: Instead of taking money away from education and inflicting the hardship of a higher sales tax, why not enforce the bills you signed into law?

I find it extremely frustrating crawling through rush-hour traffic and watching people using their hands to talk on their cellphones. Think of all the revenue the state could generate if the laws were enforced. The message is that education is no longer a priority and that the people must pay off a debt that was not their fault. Bottom line: Why sign a bill into law and attach penalties if it is not going to be enforced?
