Los Angeles City Atty.-elect Carmen Trutanich announced Monday he had recruited teams of volunteer lawyers, homeowners, educators and others to conduct a top-to-bottom review of the sprawling government law office he takes over July 1.

The working groups will develop “an action plan to restructure and reform the office of the city attorney to better serve the people,” Trutanich said in a statement.

Among other topics, the examination will cover anti-gang programs, public integrity enforcement, how the office is administered and a new unit of professional investigators that Trutanich wants to create.

The initiative comes as Trutanich faces two significant and immediate hurdles: a sharp, recession-driven budget cut and uncertainty about which and how many top aides he will be able to appoint.

In all, 12 working groups will examine office operations. The volunteers are from a cross section of the legal and civic community, including gang prevention advocate Father Gregory Boyle, former ethics commission executive director and UC Irvine Law School Assistant Dean Rebecca Avila, and Richard Close of the Sherman Oaks Homeowners Assn.

Also on various teams are partners and top executives from major law firms.

One team, headed by Grace Yoo, executive director of the Korean American Coalition, will examine victims rights issues.
