Chad Flynn joined Christopher A. Joseph & Associates. Southwest Water Company promoted Tom O’Neill. Steve Streit of Green Dot Corp. joined the executive committee of the Network Branded Prepaid Card Association.

Los Angeles-based environmental consulting firm Christopher A. Joseph & Associates recently expanded its geographic information services (GIS) division with the addition of cartographer Chad Flynn. As GIS manager, Flynn oversees the compilation of assorted data into readily understood maps for development projects.

Los Angeles-based Southwest Water Company (NASDAQ: SWWC) today announced the promotion of Tom O’Neill to regional vice president for the western region of subsidiary ECO Resources, headquartered in Folsom. O’Neill replaced Steve Richardson who left the company in September to pursue other opportunities. O’Neill joined ECO Resources as a sales representative in 2000 and was promoted to business development manager for the western region in 2003.

Monrovia-based Green Dot Corp., a provider of retailer-sold prepaid debit cards, announced today that Steve Streit, its president and chief executive officer, has been appointed to the executive committee of the Network Branded Prepaid Card Association (NBPCA). Streit founded Green Dot in 1999.
