Two former state lawmakers fined for campaign finance violations

Two former state lawmakers have agreed to pay fines for violating campaign finance rules, according to documents released Monday by the state Fair Political Practices Commission.
Former Assembly members Alberto Torrico (D-Newark) and Anna Caballero (D-Salinas) each agreed to pay $1,000 in fines to the FPPC for not reporting some campaign expenditures by the deadlines.
Caballero, a member of Gov. Jerry Brown’s cabinet, admitted her unsuccessful 2010 campaign for state Senate failed to properly report subvendor information for $825,335 in spending.
Information not reported included payments to contractors for media advertising.
“The public harm involved when subvendor information is not disclosed is that the public is deprived of important information such as names of subvendors, amount of subvendor expenditures, and description of products and services they provided to the campaign,” the enforcement staff said in a report on the case.
Torrico admitted that his unsuccessful 2010 campaign for state attorney general failed to timely disclose $465,531 in payments to subvendors.
James R. Santos, the treasurer for both campaigns, told investigators that the failure to report the spending by the deadline was “inadverent” and occurred when he suffered health problems.
