The Assembly Transportation Committee unanimously approved a bill by Assemblywoman Doris Allen (R-Cypress) that would tack a $2 surcharge on motorcycle registration fees to create a voluntary safety training program for cycle operators. The committee voted 13 to 0 to send the bill, similar to one vetoed by Gov. George Deukmejian last year, to the Ways and Means Committee. Before it was approved, however, Allen accepted an amendment by Assemblyman Richard Robinson (D-Garden Grove) that would make the California Highway Patrol, instead of the governor’s secretary of business, transportation and housing, oversee the training program. Robinson said there would be “less hanky panky and more professionalism” in a program administered by the non-political law enforcement agency.
