The City Council has overturned a Planning Commission decision and denied a conditional use permit to a company that hoped to store a fine, dustlike material in Azusa’s new West End Redevelopment Project. Western Ash proposed to move its fly ash plant from Fontana to a new $250,000 structure in Azusa. Fly ash is an ingredient in concrete that would have been delivered by rail to the proposed Azusa plant where it was to be stored in holding tanks. City Administrator Lloyd Wood said city officials feared the facility would discourage other new development in the area because of the dust potential.
