The U.S. attorney’s office has not decided whether it will press charges against a 20-year-old man who lost control of his car and ran into three children and a woman Thursday morning at Camp Pendleton. The children died and the woman was critically injured.

Charles M. Smith, stepson of a military man stationed at Pendleton, was released into the custody of his parents several hours after the accident that killed Charmane Ostergaard, 6; her 4-year-old brother, Jeremiah, and a 6-year-old girl the coroner’s office identified Friday as Annabelle Bortonel.

Deborah Ostergaard, 24, mother of Charmane and Jeremiah, was in critical condition at the Navy hospital in Balboa Park late Friday evening.

The coroner’s office reported that the four victims were walking north on Chaisson Drive near the Marine Corps base’s San Onofre housing area at 8:45 a.m. when they were struck by the car.

No funeral arrangements have been made.
