Dish Antennas Need City Permits: Laguna Beach residents who want to put up a satellite dish, TV or radio antenna must first seek permission from the city’s Department of Community Development. Antennas higher than 20 feet above ground also require a conditional use permit, said Dee Dillon, a department zoning aide. Although applicants with antennas less than 20 feet high do not require a use permit, all structures, regardless of size, must first be put to a public hearing, she said. Antennas in backyard areas are not exempt. Also, antennas with foundations require building permits before construction can begin.
