The Deukmejian Administration has permanently abandoned plans for a Peripheral Canal but is studying a new “cross channel” through the Sacramento-San Joaquin Delta near Islelton to carry water to the California Water Project, Department of Water Resources Director David Kennedy said. Some kind of “Delta plumbing” is needed, Kennedy said in a speech to water officials in Sacramento. But he added that no formal proposal will be made to the Legislature until 1987. He stopped short of endorsing the cross-channel idea, saying it is too early to choose a new plan.
