The City Council has approved construction of restaurant in the Orangethorpe redevelopment area and the repaving of a portion of La Palma Avenue.

The council Tuesday passed the plan presented by Nowak & Stephens Architects for Josephina’s Restaurant, at the northwest corner of Valley View Street and Orangethorpe Avenue. The restaurant will be one of three new eateries on Orangethorpe Avenue, in accordance with a redevelopment scheme. Josephina’s should be completed by late December, said City Manager Richard Rowe.

Improvements should begin in two weeks on La Palma between Walker and Valley View streets, Rowe said. He added that the work will take about 45 days.

Under the new ordinance, a firm beginning operations between April 1 and June 30 need only pay one-fourth of the annual license fee to do business through the end of the fiscal year. Previously, a firm had to pay an entire year’s fee if it wished to operate during the fourth quarter.
