A proposal to allow Los Angeles taxi drivers to take their cabs home for the night has been endorsed by the City Council’s Transportation and Traffic Committee. The full council will consider the “optional garaging” plan on Friday. The plan is part of a package that would allow the 274-cab L.A. Taxi Co. to treat its employee drivers as independent contractors.
