One point in Paul Jacobs’ otherwise excellent story (June 17) about state water planning needs clarification. It is the inference that the state Administration is preparing a new water plan to be submitted to the Legislature in 1987.

After the Legislature rejected the Administration’s water program in 1984, the governor invited the Legislature to reconsider his plan or develop its own water program. At this time, a number of water proposals are under consideration in the Legislature, some of which, as Jacobs indicates, involve elements of the Administration’s 1984 program. Until this legislative session has run its course, it would be premature and presumptuous to look ahead to the next session.

By the nature of California’s diverse water problems, people and organizations interested in water issues seem to be involved continuously in discussions about how best to deal with the problems. While the Department of Water Resources is often invited to participate in such discussions, it would be incorrect to characterize this involvement as signs of developing a new water plan for the next legislative session. Furthermore, I want to note that the governor has not directed us to develop a new plan, nor have we discussed the possibility with him.
