West Covina Mayor Forest Tennant and the Miller Brewing Co. have asked the South Coast Air Quality Management District to hold a hearing on the the impact that a proposed waste incineration plant in Irwindale would have on air quality. James Birakos, district spokesman, said the district board will consider the request either Friday or at its following meeting on Oct. 6.

Opposition to the proposed plant is being led by Tennant, who has organized San Gabriel Valley Communities United Against Pollution, and the Miller Brewing Co., which owns a brewery near the proposed site. California Energy Commission has primary authority to license the plant, but has asked the air quality district staff to analyze the probable air emissions and make recommendations. Terry O. Kelly, attorney for Miller Brewing Co., said a district hearing will allow the public to offer information about air quality damage and bring the district board into the process.
