Santa Ana : Four Men Arrested on Narcotics Charges

Four men have been arrested in Santa Ana for allegedly selling 10 ounces of high-grade heroin with a street value of almost $500,000 to undercover narcotics officers, a police official said Tuesday.

Maureen A. Thomas said the four men were arrested at 4:35 p.m. Monday in the parking lot of the Honer Plaza shopping center at 1400 West 17th St.

Thomas said the four men handed over 10 ounces of heroin to the officers in return for $38,000 cash. The officers also confiscated another three ounces of the drug from the four men.

She said the arrest culminated a monthlong investigation by undercover drug agents of the Santa Ana Police Department and the Drug Enforcement Administration. Thomas said the narcotics officers had made prior purchases of heroin from the four suspects that graded between 72% and 92% pure.

Arrested and booked into the Orange County Jail on charges of possession of a controlled substance for sale and conspiracy were Juan Carlos Arcos, 27, and Armando Bernal, 23, both of Santa Ana.

Matide Cepeda Montez, 32, and Rafael Partida Urena, 23, both with unknown addresses, also remained in jail on similar charges.
