El Monte police were seeking a hit-and-run driver who struck and killed a 4-year-old girl as she crossed the street Friday. Witnesses told police that the man briefly stopped to look at the girl, after he hit her on Allgeyer Avenue north of Magnolia Avenue, but said he sped off, ignoring their pleas for help. Tanya Elias suffered head and internal injuries and died Sunday morning in County-USC Medical Center, Detective Linda Parrott said. Witnesses said there was no traffic on the street when the girl started across. They estimated the car’s speed at 40 m.p.h. The speed limit is 25 m.p.h. Police are seeking a yellow 1971 Fiat with the license 305 DKS. The driver is described as a Latino, 25 to 28 years, 5 feet 6 inches tall, weighing 175 pounds with short black hair.
