Warner Communications and RCA said their various record labels have ceased hiring outside promoters to pitch their records to radio stations, following widespread reports that the promoters are the focus of a federal grand jury investigation into payola practices. The companies join Capitol-EMI, MCA and Motown in dropping independent promotion, leaving only two major firms, CBS and Polygram, using outside help.
