Services Scheduled for Former Water District Manager Clinton

Memorial services for Frank M. Clinton, former general manager of the Metropolitan Water District, will be held March 17 in his native Bisbee, Ariz.

Clinton, who died Wednesday in Albuquerque, where he had lived with his wife, Alice, for the last four years, was general manager of the water district--the world’s largest wholesale water agency--from 1971 until his retirement in 1974. He died at 77 after a long illness.

He joined the district in 1965 as chief project manager and was named assistant general manager in 1967. Before that he had served for 28 years in various capacities for the U.S. Bureau of Reclamation.

While with the district, he coordinated a $1.3-billion expansion of the distribution system, which carries water from Northern to Southern California.

Survivors besides his wife include three sons and three daughters, 12 grandchildren, a brother and sister.
