Culver City : Council Backs Bond Measure
The City Council on Monday unanimously endorsed Proposition 46, a state ballot measure that would allow voters to consider general obligation bonds proposed by cities.
The right of local voters to consider such bond measures was removed in 1978 by Proposition 13, which limited property tax increases. The proposition would give voters, by a two-thirds vote, the authority to increase their property tax rates to finance general-obligation bonds, used by cities to acquire and improve property.
