A South African teen-ager who said he is seeking political asylum in the United States was arrested for not having proper immigration papers. Patrick Mtoto, 19, spent three months at sea as a stowaway on two merchant ships, and was hiding under pilings at a pier in Martinez when he was arrested by Contra Costa County sheriff’s deputies. He was being held in Oakland Jail. A group called the East Bay Sanctuary Communities said it is trying to arrange a hearing for Mtoto with the Immigration and Naturalization Service.
