U.S. scientists installed the first Western monitoring station at a Soviet nuclear test site, placing about a dozen seismic devices in rugged hill country of Kazakhstan, a member of the group said in Moscow. Thomas Cochran of the Washington-based National Resources Defense Council said his group received strong Soviet support for the project, which he hopes will show it is possible to set up stations for monitoring a nuclear test ban. He said seismologists and geologists from the University of California, San Diego, installed seismometers last week about 1,800 miles southeast of Moscow near the city of Semipalatinsk.
