A sniper with a .22-caliber rifle was arrested after firing about 40 shots from his Sherman Oaks motel room, nicking a security guard’s uniform and shattering glass that cut a tenant of an adjacent apartment building, police said. Robert E. Bise Jr., 41, of Long Beach, surrendered to police who surrounded the Sierra Lodge in the 4700 block of North Sepulveda Boulevard, investigators said. Bise, who said, “I’m sorry, I’m sorry” as officers arrested him on suspicion of assault with a deadly weapon, was jailed in lieu of $12,000 bail. Jack Halfon, 43, was shaving when bullets shattered his bathroom window. He suffered neck and chest cuts but was not seriously hurt. Another round grazed a security guard at the Sherman Oaks Galleria, but the woman was not injured. Police said Bise, a U.S. Navy veteran, is a former outpatient at the Veteran’s Administration Hospital in Long Beach.
