THE PROS

Houston is the exception to the Raider Rule that holds that unruly teams win games. The Oilers (2-9) rank second in the NFL in penalties (86) (and fare even worse in library-book fines and jaywalking violations).

And, so, Coach Jerry Glanville said Tuesday that he plans to have workouts attended by former NFL officials who could “stop and explain to the players why” they are committing infractions. In particular, Oiler wide receivers would be encouraged to abandon the maneuver of lining up in the defensive backfield of their rivals in order to get a head start.

No word on whether the instant replay will be instituted during practices.
