Restroom Designers Challenged

Has no one in the design business noticed the disparity in restroom waiting times? Are there no figures that can give a designer a good estimate of the number of people a facility can accommodate within a given intermission period?
The Wiltern Theatre was just remodeled. Upstairs, there are three stalls in the women’s restroom, and three, plus several urinals in the men’s. This is absurd. Downstairs, there are seven stalls in the women’s--and a huge anteroom, starkly empty when it could easily accommodate 20 more stalls!
