The City Council’s Public Services and Safety Committee adopted several changes Wednesday in the Municipal Code governing police-regulated businesses and voted to send them to the council for approval. The proposed changes would affect various businesses--from cabarets to amusement arcades--and are the result of a two-year study by police and the city attorney’s office.

Most of the revisions are minor and intended to update the code, but the sections that apply to cabarets generated opposition from business owners.

Under the proposals, cabaret owners would be responsible for their patrons’ conduct inside and outside the establishments.

Police would be allowed to close a cabaret if its owner received three or more warnings for patron misconduct during a 12-month period. Owners have argued that the proposals are unconstitutional.

Cabarets are drinking establishments that offer entertainment.

The revisions also would require that all police-regulated businesses obtain a police permit along with their city business permits.
