The Miranda ruling “definitely needs to be reviewed and could be set aside,” the leader of a police chiefs group said in supporting a report issued by the Justice Department. The report, written 11 months ago but not publicly released until this week, urges Atty. Gen. Edwin Meese III to launch a concerted drive to have the Supreme Court reverse the 21-year-old Miranda decision. Jerald Vaughn, executive director of the International Assn. of Chiefs of Police, said having to tell someone of the right to remain silent has “in my judgment . . . significantly reduced the number of voluntary confessions over the years.”
