Disabled residents of Millbrae who have motorized wheelchairs are required to get a statement from a doctor verifying that they need such a device, get a police permit to operate the vehicle on the street and keep their speed below 3 m.p.h. “It’s a silly law,” said Councilman Frank Cannizzarro, who added that if wheelchair users are ticketed, “maybe we should talk about looking for another police officer.” He voted for it anyway, however, after wheelchair user Lucy Muir urged the city to adopt the ordinance as a safety measure.
