Gary K. Shorts has been named publisher and chief executive of the Morning Call, a daily newspaper in Allentown, Pa., owned by Los Angeles-based Times Mirror Co. He succeeds Bernard C. Stinner, who will become chairman. Both promotions will be effective March 30.
