Baseball’s Major League Players Assn., in response to what it considers a continuing conspiracy on the part of the 26 owners to restrict free-agent movement in violation of the collective bargaining agreement, filed a second grievance on the issue.
This grievance deals with the winter of 1986-87.
“New names, new victims,” Gene Orza, the union’s legal counsel, said. Arbitrator Tom Roberts is still hearing the initial grievance, charging the owners with collusion during the off-season of 1985-86. That decision is not expected before June.
The new grievance will be heard by another arbitrator later this year, Orza said.
