Arthur Morgan, Ex-Member of EEOC, Dies

Arthur Morgan, Southern California manager of the California Department of Employment from 1960 to 1972 and an original member of the Equal Employment Opportunity Commission, died Wednesday in his Pasadena home. He was 76.
Morgan was a prime mover behind job training programs in South-Central Los Angeles during the weeks and months after the 1965 Watts riots. In 1967, he estimated that more than 29,000 South-Central residents had received some form of job training since the riots.
