Vincent J. Messina has been named vice president/loan supervisor with the Bank of Encino. Previously Messina had been a vice president with Independence Bank.
The Bank of Encino is a new financial institution that opened its doors last September. As of Dec. 31 it had total assets of $17.8 million.
