The NFL Players Assn. and the league’s Management Council began official talks on a new labor contract, far apart on issues but exhibiting more harmony than they demonstrated before the 1982 strike.
The union, as expected, presented the NFL with a list of its demands, headed by a system of free agency.
The Management Council, in turn, presented its revisions to the 126-page contract, which include a proposal to set minimum salaries for rookies--a provision that, if adopted, would eliminate such contracts as the $8.2 million, six-year agreement signed with Tampa Bay by quarterback Vinny Testaverde, whom the Buccaneers will make the first pick in next week’s NFL draft.
