The National Basketball Assn., in a major surprise, today awarded expansion franchises to two Florida cities--Miami and Orlando--while also agreeing as expected to admit Charlotte, N.C., and Minneapolis.

The NBA board of governors, after a four-hour meeting, said Charlotte and Miami will be admitted for the 1988-89 season, with Minneapolis and Orlando entering the next year. The governors had been expected to postpone a decision on the two Florida cities until October--and then to choose between Orlando and Miami rather than select both.
