A short circuit caused by a child’s metallic balloon was blamed for one of two power outages that left about 800 Department of Water and Power customers in the dark. DWP spokeswoman Dorothy Jensen said the first of the blackouts was traced to the metalized skin of a balloon that touched electric transmission lines at Silverlake Drive and Rowena Avenue. A second failure, in the vicinity of Angus Street and Armstrong Avenue, was blamed on a traffic accident, Jensen said. In both cases, electric power was restored in about two hours, she said.
