The principal of a Pine Valley high school has been charged with sexually harassing students, faculty members and staff, officials said Friday.

Lowell Fred Kamper, 36, principal of Mountain Empire High School, was charged with two counts of annoying or molesting children and one count of indecent exposure, according to Sheriff’s Deputy John Weber, who conducted the monthlong investigation.

A warrant was delivered to Kamper at his home Thursday, but a court date has not been set.

Officials would not reveal how many children were involved or exactly what has been alleged. But Weber said that Kamper did not have sex with any of the purported victims, who range in age from 16 to their mid-30s.

“It’s a circumstantial case based on the statements of the individuals involved,” the deputy said.

The harassment allegedly began soon after Kamper became principal of the 650-student school in September. Students and faculty and staff members reported the alleged harassment to district Supt. Jerome Miller, who notified Child Protective Services and the Sheriff’s Department.

Miller could not be reached for comment Friday.
