Seal Beach : City Budget Authorizes 2 More Police Officers

The City Council has adopted a $13.5-million budget for 1987-88, authorizing the addition of two police officers.

When Police Chief Stacy Picascia went on medical leave in June, department problems that surfaced included officers’ complaints of understaffing, with some saying they were overworked to the point of exhaustion. Citizens also called for more police on the streets.

The new officers will bring the Seal Beach police force to 41 sworn officers.

The new budget, adopted Monday night, grants Friends of the Seal Beach Animal Care Facility Center Inc., a nonprofit organization that runs the city’s only shelter, $10,600 that had not previously been included.

The council approved public improvements--a curb, gutter and gas connection--to the shelter’s property, which is behind the police station and city maintenance yard on Seal Beach Boulevard.

To compensate for those costs, the council imposed street-sweeping and tree-trimming fees. The transient occupancy tax was increased from 7% to 9%, and beach parking fees were hiked from $3 to $4, Assistant City Manager Daniel P. Joseph said.

In addition, Joseph said, the city staff found $35,000 more than was initially projected in property tax revenues.
