The Philippines’ ruling party picked a crusader against graft and opponent of U.S. military bases as Senate president, a powerful post regarded as a stepping stone to the presidency. Twenty senators-elect of the People’s Power coalition unanimously voted for veteran legislator Jovito R. Salonga to preside over the 24-member upper house of Congress. Ramon Mitra, President Corazon Aquino’s chief negotiator in short-lived peace talks with Communist rebels, was named Speaker of the House of Representatives. Salonga, as senate chief, is second after Vice President Salvador Laurel in the line of succession to the presidency if anything should happen to Aquino.
