Semantics

It is very easy to see how the various forms of government fail to balance their budgets. One article in The Times (July 3) discusses the tax rebate of $1.1 billion and the one immediately below it outlines the Senate’s proposal to borrow over $2.9 billion next year to finance various programs.

Any law that prevents them from paying off their debts, instead of returning funds that are only excess due to semantics, should be repealed. Let California lead the way on showing how it can really repay that which it has borrowed; individuals certainly have to.
