KEY CHANGES PROPOSED FOR PARK

The key changes proposed in the Balboa Park Master Plan:

Closure of Cabrillo Bridge to cars: The city considers limiting the bridge to pedestrians critical to the goal of removing traffic from the park’s central core. But museum officials fear the move will restrict access and hurt attendance.

Removal of parking lots in El Prado and Palisades areas: In place of the lots, officials would create a series of decorative plazas--open to pedestrians only--snaking from the Palisades to Spanish Village.

Construction of a 600-space parking garage in Archery Canyon: The multilevel structure would replace parking in the El Prado and Palisades areas. It would be visible from California 163.

Realignment of Quince Street and construction of new bridge across California 163: The road would be reconfigured to provide access to the Archery Canyon garage from the north. A rebuilt two-lane road leading from President’s Way would provide access to the structure from the south.

Development of a drop-off point near the House of Charm: Vehicles could bypass the garage, pass behind Alcazar Gardens and drop off pedestrians before returning to Archery Canyon to park.

Closure of Balboa Drive at the Cabrillo Bridge, making it a cul-de-sac.

Construction of a 90-space surface parking lot behind the Old Globe.

Addition of a 1,500-space parking garage on existing San Diego Zoo parking lot on Park Boulevard: Zoo officials oppose the idea, recommending instead that new parking lots be terraced on the west side of Florida Canyon.

Extension of 28th Street, from Date Street to Grape Street: Consultants recommended a two-lane extension as far as Palm Street, with a bridge across Switzer Canyon. The city manager scaled back that proposal.
