Anaheim to Put Proposal for Tax Increase on Ballot

The Anaheim City Council Tuesday formally voted to place a measure on the November ballot that would increase property taxes to pay for expanded police services.
The measure calls for a fixed rate tax of $25.83 per parcel annually for an indefinite period of time to pay for additional police services, personnel and facilities.
City officials estimate the total cost of the ambitious program at about $30 million and say the additions are needed to ensure public safety.
To pass, the measure would need to garner a two-thirds favorable vote, something council members concede will be difficult.
The council faced a deadline on calling for the special election and so voted a simple fixed-rate tax rather than one based, for example, on the type of structure, City Atty. Jack L. White said.
“We are in an unchartered area of law,” he added. “I would have liked to have more time to prepare this.”
Four council members voted in favor of placing the measure on the ballot, while Mayor Ben Bay abstained.
Bay said he was uncertain whether he would work to have the measure passed.
